HIGH WYCOMBE PRIMARY SCHOOL - out of school hour care service
INVITATION TO SUBMIT EXPRESSION OF INTEREST TO PROVIDE AN OUT OF SCHOOL HOUR CARE SERVICE
As Principal, I am committed to supporting the needs of the families at High Wycombe Primary School and am seeking to establish an Outside School Hours Care (OSHC) service on site, commencing 1 February 2027.
Our students and families
This Year, we have 413 students enrolled in Kindy to Year 6 and the projected number for next year will be similar.
Licence agreement and fee for use of premises
The successful provider will be required to sign a licence agreement with the school for a period of up to 2 years (unless terminated prior).
The licence agreement will include an agreed annual licence fee which is fixed for the period of the licence and not attributed to changing enrolment numbers utilising the service.
Considerations when determining a licence fee include costs associated with additional cleaning and utilities, general wear and tear, and maintenance associated with use outside of school hours.
Selection process
To ensure an open and transparent process all providers are required to complete the OSHC Provider Expression of Interest form which addresses the following areas:
- Background and history of service
- Fees and charges to families
- Policies, procedures and risk assessment
- Details of daily operations
- Staffing, supervision and safety plans
- Menus and activities
- Differentiation for students with additional needs
Evaluation process
An Evaluation Panel, made up of persons who are knowledgeable and/or have experience relevant to the nature of OSHC services and are employed in a public school, will consider all EOI received by the closing date that address the above criteria.
The Evaluation Panel may request up to three providers to make a formal presentation to assist in their determinations.
The Education Care Regulatory Unit website will be reviewed to identify any actions recorded against providers who submit an EOI.
They will undertake an assessment based on the information provided in the EOI and/or at formal presentation that provides the best value outcome for the school and school community and will make the final recommendation on the selection of the successful provider.
Note: Expressions of interest that do not adequately address the above criteria may be excluded from further consideration.
Notifications of outcome
All Respondents will be notified of the outcome of the process in writing by a member of the Evaluation Panel.
Next Step
If you are nterested in delivering an OSHC service on our site, you are invited to submit an expression of interest (EOI) by completing and returning the OSHC Expression of Interest form to Kathryn.Lyon@education.wa.edu.au no later than 28 August 2026.
Expression of Interest Conditions
- The "Expression of Interest Conditions" are contained in Part A of the Request Conditions and General Conditions of Contract and contain important provisions regarding the nature of this EOI and the consequences of the Respondent submitting an Offer. The Respondent is deemed to have read and considered the Request Conditions prior to submitting an Offer.
- The successful Respondent to this EOI may be required to ensure that all staff involved in providing of services at any time submit to a Nationally Coordinated Criminal History Check (NCCHC) and receive a Screening Clearance Number (SCN) through the Department of Education's Screening Unit. The cost associated with the NCCHC are the responsibility of the successful Respondent.
